2. Approval of the minutes of the special meeting of July 11, 2022 and the regular meeting of July 25, 2022 (attached herewith).
3. Administrative acceptance of the approval of the City Planning Commission and confirmation of the granting of a Conditional Use Permit to Sgt. Clean Car Wash, for an automatic car wash facility, located at 16101 Chagrin Boulevard, pursuant to Section 1213.05 of the City’s Zoning Code. (CPC)
4. Accepting a proposal and authorizing a personal services contract with USI Insurance Services for the purchase of excess insurance coverage for the City's self-insured workers compensation program through MidWest Employers Casualty in the total amount of $89,892 for a one year period beginning September 1, 2022, and declaring an emergency. 5. Approving and authorizing execution of a Purchase Agreement under the City’s Side Lot Program, for the sale of the City-owned property located at 3563 Riedham Road, Shaker Heights, Ohio (Parcel No. 735-31-005), for a purchase price of $1.00, authorizing the disposition of City owned property without competitive bidding, and declaring an emergency. (NED), (FIN)
6. Accepting the recommendations of the City’s Tax Incentive Review Council (“TIRC”) to continue the existing development and community reinvestment area agreements for tax exemption and payments in lieu of taxes (“PILOTs”), pursuant to Ohio Revised Code Section 5709.85, and declaring an emergency. (FIN)
7. Authorizing a one-year lease renewal agreement with the Shaker Heights City School District for space in the City-owned Stephanie Tubbs Jones Community Building, 3450 Lee Road, for the Innovative Center for Personalized Learning and Family Engagement, and declaring an emergency. (ADM), (FIN)
8. Authorizing the City to apply for and accept an Ohio Public Works Integrating Committee (OPWIC) grant in the amount of $1 million and a zero interest loan in the amount of $1 million, from the State Capital Improvement Program (SCIP), for the construction of the Lynnfield/Lomond Sanitary Sewer Overflow (SSO) Project, and declaring an emergency. (SPW), (FIN)
9. Amending Ordinance 21-130, an ordinance appropriating funds from the Sewer Capital Improvement Fund 0402 to provide funding for the repair of mainline sewers, laterals and culverts, by appropriating an additional $587,497.60 for other much needed sewer improvements throughout the City.
10. Authorizing the acceptance of opioid settlement funds, and directing placement of such funds in the OneOhio Opioid Settlement Special Revenue Fund No. 0288, and the use of such funds only for the approved purposes required by the OneOhio MOU, and declaring an emergency. (FIN)
11. Establishing the Commercial Property Assessed Clean Energy Fund (C-PACE), Fund No. 0704, a Custodial Fund, for assessments paid for a special energy improvement at 20310- 14 Chagrin Boulevard, pursuant to Ohio Revised Code Chapter 1710, and declaring an emergency. (FIN)
